Manager Shibata

Shibata is the manager of the Tokyo Private Police, an organization that supports the overburdened Tokyo police. He is always neatly dressed in a suit, polite and friendly to its employees. His team consists of four people and is headed by Keiko and him together. All of the team is aware that he has a sexual relationship with Keiko and she is his girlfriend. Whenever the opportunity arises, he has worked with Keiko a small shepherd stood in his office. Noriko comes to him through the unit: he helps her out in a very tricky situation, recognizes her talent and promotes them as official in the TTP at. If the team of the TTP is used, he coordinates the missions and in between he repaired the machine use because of it, he also has a technical background.
